searches but with quirks

I navigated into Web Log and made (clicked)  Search there for 2 word string:
formatting measurement
The resul was 6 links [A] counted as 1 to 4

The result is different than searching by just one word (formatting) but navigating the found links, I couldn't find in most pages any "measurement" 

I also expected to restrict search only inside/according my navigation location, i.e. inside Web Log only

I found what I wanted Though , I beleive, just because I knew that I saw the text and where it was

I tried to make search with a phrase in "(quotation mark)s,
what in most search engines implies search by exact phrase,
but (even single) quotation mark gives
Run-time Error Page (Server Error in '/' Application)

gives no results, though [1] has the phrase:
"This model allows me to have Pet Name be char(10)"

I would like to understand why it is?

I'd have to dig through the code, but I suspect words under a certain length are not indexed for searching.

I would have used Indexing Server (or Indexing Service) , i.e. the service/component of Windows, and then translated physical filenames into hyperlinks. The former doesn't have the code available (it seems to me), but can be misconfigured, and the latter should have the "codebehind" and configuration

Yeaah, Indexing Service has dictionary of common words that are ignored in search (such as "the", "an", and very broad nontechnical terms)
